An informative session with Dr. Yelena Biberman on the role of Non-State actors in the Kashmir Issue, their legitimacy, impacts and prevalence. Dr. Biberman is an assistant professor of political science at Skidmore College and Nonresident Senior Fellow at the Atlantic Council’s South Asia Center. She specializes in the study of political violence, South Asian politics, and unconventional warfare. She is the author of “Gambling with Violence: State Outsourcing of War in Pakistan and India”. Ph.D. in Political Science from Brown University. She has also worked as a journalist in Moscow, Russia.
